I've been trying to control Colonists coming to the colny using the Landing permissions. I'm finding the landing permissions do not limit to the target percentage set. This is a crucrual setting since controling the number of colonist can either make or break the game

Landing permission sets the desired ratio between the different skill set colonists. The key here is that they set the percentage, not the number. When you've reaached you're desired percentage ratio simply turn off colonists in landing permissions.

I seems that the percentages just keep the ratios between colonist, the total colonist still keep increasing.
